MSP CalculatorThree ways to be involved with a mandi
Tier 1 — Sell your own crop
Free · no licence needed
Bring your own produce to sell — either in the open auction via a licensed commission agent, or through government MSP procurement. For MSP you usually need KYC + verified land records; some states also issue a token/registration for the procurement window.
Tier 2 — Trade as licensed trader/agent
Licence required · fee varies
A licence under the Odisha Agricultural Produce & Livestock Marketing (APLM) Act (Form A / Form B style) from the Regulated Market Committee. Fee varies by turnover and committee — confirm the current amount at the market office.
Tier 3 — Own a private mandi
Serious capital · for FPOs/investors
A private market yard licence under the Odisha APLM Act. Application, a non-refundable licence fee and (for larger yards) a bank guarantee are required; a new private market generally cannot sit within 5 km of an existing APMC yard.

How selling actually works in Odisha
Odisha paddy runs on the P-PAS (Paddy Procurement Automation System). Land records are verified against Bhulekh, a token is generated giving roughly one month to sell at an assigned Paddy Procurement Centre (a PACS), then the farmer sells at MSP. Without the token there is no entry into government procurement.
MSP procurement agency: Odisha State Civil Supplies Corporation (OSCSC) + FCI, run through P-PAS.
Legal commission rate: Maximum of 1% of the sale value for regulated commodities (commission agents) — verify the current notified rate.
eNAM integration: About 65 APMC mandis integrated (growing) — approx.
What they don't tell you — know your rights
- • Paddy token denial: farmers who register late have protested in recent seasons when P-PAS tokens ran out before their harvest could be sold at MSP.
- • Underweighing and unofficial deductions at commission agents — always ask for the weighment slip (parchi).
- • Delayed payments after procurement in some districts.
- • Protect yourself: always take and keep the official weighment slip (parchi) and the auction bill for every sale — it is your proof in any dispute. Anything charged beyond the legal commission rate can be reported to the Market Committee.
